Sheriff Darren Campbell stated: On Thursday November 30, 2017 a report was filed by members of North Carolina Probation and Parole concerning a registered sex offender, Kevin Anthony Foster, possibly having images of child pornography on his electronic devices. They also believed he had multiple social media accounts on these devices which had not been reported to the Iredell County Sheriff’s Office.
In North Carolina, registered sex offenders are required to notify the Sheriff’s Office of all online identifiers, such as profile names on social media accounts.
Foster was convicted in 2013 of Felony Indecent Liberties with a Child. After serving his active time in prison, Foster was placed on 36 months supervised probation and placed on the North Carolina Sex Offender Registry.
Foster was ordered to remain on the Sex Offender Registry for 30 years and ordered to follow the special conditions for sex offenders. Under these special conditions, Foster was ordered to submit to warrantless searches by probation officers and not to use, or possess, pornographic material of any kind.
After investigating the electronic devices, numerous images of pornographic material were located. Kevin Foster was charged and arrested on November 29, 2017 by Probation Officers for Violation of Probation and he was placed under a $100,000.00 secured bond.
The electronic devices were turned over to investigators with the Iredell County Sheriff’s Office Special Victims Unit for further investigation. Based on the continued investigation, additional charges have been filed.
Foster was charged with Two Felony Counts of Fail to Inform of New/Changes to Online Identifiers and received a no bond on those charges. There is no evidence at this time to show he possessed child pornography although he did possess images which were in violation of the special conditions for Registered Sex Offenders.
