Sheriff Darren Campbell stated on 07/15/2016 Deputy David Price of the Iredell County Sheriff’s Office Special Victims Unit attempted to verify an address on a registered sex offender Mr. Tracy Phillips, at 715 Wall St. Deputy Price had been by the residence when Mr. Phillips first registered in Iredell County and observed the house was boarded up and there was no power on at the residence. Deputy Price left thinking Mr. Phillips might still be in the process of moving. Over the next week Deputy Price went by the residence to try and locate Mr. Phillips, no one was ever located at the residence and it still appeared to be uninhabited. Deputy Price immediately began an investigation and learned Mr. Phillips had quit his job as well. Since Mr. Phillips was not living at his registered address and since no one had seen or heard from him Deputy Price charged him with Failure to notify change of address.
On 10/06/2016 Deputy Price was able to locate an acquaintance of Mr. Phillips and through her learned that Mr. Phillips was homeless and was working at a different place. Deputy Price was able to make contact with Mr. Phillips by phone. At 1658 hours on this date Mr. Phillips turned himself in to Deputy Price at the Iredell County Sheriff’s Office without incident. Mr. Phillips was taken before the magistrate and bond was set at $50,000.00 unsecured. Mr. Phillips was processed and released until his court date.
